North European Open Science and Education Consortium
PetrSU announced the establishment of the North European Open Science and Education Consortium. The Members of the Consortium are Petrozavodsk State University, Saint Petersburg State University, Murmansk Arctic State University, Murmansk State Technical University, Kola Science Center of the RAS (Apatity), Pitirim Sorokin Syktyvkar State University, Ukhta State Technical University, Komi Science Center of the Ural Branch of the RAS (Syktyvkar), Vologda State University, Vologda State Dairy Farming Academy named after N.V. Vereshchagin, Northern State Medical University (Arkhangelsk), Smolensk State University, Scientific Research Institute of System Analysis of the RAS (Moscow), G.A. Krestov Institute of Solution Chemistry of the RAS (Ivanovo), Institute of Agroengineering and Environmental Problems of Agricultural Production (Saint Petersburg).
Anatoly Voronin, Rector of PetrSU, talked about the goal of the Consortium and the tasks that face the Consortium members:
“PetrSU initiated the establishment of the Consortium with a view to facilitate the development of higher education and science, innovative development of economy and social sphere in the European North of Russia. The Head of Karelia Artur Parfenchikov and the Government of the Republic offered substantial support and helped define the priorities; the Consortium was also endorsed by the Governors of the Murmansk and Vologda Regions, the Government of Komi. The tasks for the Consortium members were defined by the state in a series of essential documents: Scientific and Technological Development Strategy of Russia, Spatial Development Strategy of Russia, Strategy for Developing the Russian Arctic Zone, Social and Economic Development Strategy and industry-specific documents of strategic planning in the northern regions of the Russian Federation.
The Consortium team will focus on digitalization of basic industries and social sphere, development of national microelectronics and IT, contribute to the preservation of the unique natural ecosystems of the North, develop agriculture and aquaculture, establish tourism industry of the North and the Arctic, develop innovative solutions for preservation of human resources, nurture talents and cultivate youth, ensure accessible modern education, reach breakthroughs in healthcare and health preservation of the population in the Northern and Arctic regions, foster good neighbor relations with the Nordic countries. The establishment of the Consortium received the support of the leading high-tech companies of the country: Sistema Public Joint Stock Financial Corporation, Rosatom, Clover Group (AO Transmashholding) and others.”
Irina Shadrina, Rector of Murmansk Arctic State University:
“Our university will participate in all strategic projects of the Consortium concerned with the development of joint network educational programs, use of digital technologies in basic industries of the Murmansk Region, study of the natural ecosystems of the North and the Arctic, development of high-tech medicine and northern tourism, implementation of social and humanitarian projects.
Many members of the Consortium have long been cooperating with each other, although as a rule on a bilateral basis. It is vital that now we have the common understanding of the goal of the collaboration, find new partners, so the communication and cooperation between the universities and scientific organizations in the European North of Russia will be more efficient and fruitful. All the more so, since each member of the Consortium has unique competencies, which secure them the leading positions in specific areas of research and education. In the framework of our cooperation, each member of the Consortium will gain an access to new development tools with which we will achieve better results in educational and scientific sector of economy in each region. It is vital that the Governor of the Murmansk Region Andrey Chibis has supported the establishment of the Consortium.”
Olga Sotnikova, Rector of Pitirim Sorokin Syktyvkar State University:
“Within the established Consortium, our university in cooperation with the partners will work on three projects. The first is Digital Healthcare in the North. Its goal is to develop a digital model of medical support for people residing in harsh climatic conditions. The second project intends to develop a model of comprehensive training of specialists for digital educational environment, form new approaches to development and implementation of the system of continuing training of teachers for the work in digital educational environment, which meets the requirements of modern information society, tasks of the development of digital economy and the trends in the modernization of general and teacher education. The third project will study SHF magnetoelectronics of composite films and planar structures.
The Government of the Republic of Komi has supported the establishment of the Consortium and is interested in the projects of the Consortium aimed at the development of breakthrough research and development, introduction of high-tech into economy and social sphere, commercialization of IPR and technology transfer, specialists training, development of new educational programs of higher and continuing professional education for the benefit of the social and economic development of the Republic of Komi.”
Ruslan Aginey, Rector of Ukhta State Technical University:
“USTU is one of the leaders in development and implementation of efficient methods and technologies for the development of fuel and energy industry. Within the Consortium we plan to implement projects on the establishment of a center for production of diesel biocomponents, development of new technologies of complete utilization of carbonaceous industrial waste, development and introduction of a network of smart ecological monitoring stations, development (in cooperation with Gazprom) of technologies and equipment for formation, safe storage and transport of hydrogen, creation of a system for advanced processing of solid household and industrial waste on the basis of environmentally-friendly innovative sustainable methods.
I am convinced that by joining efforts for building up human resources and scientific and technological capacities of the economies of the Northern regions, as well as fruitful research, networking cooperation in education, promotion of soft values among youth, will allow fully achieve the goals of the established Consortium.”
The establishment of the Consortium aims to consolidate efforts of the leading educational and scientific organizations in the European North of Russia with a view to enhance the contribution to the achievement of the national goals of development of the Russian Federation for a period up to 2030, promote balanced spatial development of the country, ensure availability of quality higher education and research.
