International Interdisciplinary Project of PetrSU and the Eberhard Karl University
Since March 2021, the Institute of History, Political and Social Sciences of PetrSU and the Institute of Political Science of the Faculty of Economics and Social Sciences of the Eberhard Karl University (Tübingen, Germany) jointly implement the international interdisciplinary project UNICSOC – UNIVERSITIES, CIVIL SOCIETY, PUBLIC WELLBEING AND CRISIS. Project is implemented within a support provided by German Academic Exchange Service (DAAD) under the program "Ost-West-Dialog 2021".
Dr. R. Frankenberger is a manager of the project (Institute of Political Science of the University of Tübingen). Elena Chernenkova, Associate Professor of the Department of World History, Political Science and International Relations, is a project coordinator in the Institute of History, Political and Social Sciences of PetrSU.
The seminar is aimed at study and comparative analysis of the role of local authorities and administration, NGOs and universities in ensuring local welfare under today’s circumstances by the cases of sister cities.
In spring 2021, the project teams were established through a competitive selection process. On part of the Institute of History, Political and Social Sciences, 8 students of three training programs participated in project, including Political Science, International Relations, Social Work. On German part, 6 Bachelor and Master’s students of similar programs. Student working activities are organized involving teachers of the Institute of History, Political and Social Sciences, Associate Professors of the Department of World History, Political Science and International Relations Elena Chernenkova and Elena Tsumarova, employees of the Department of Sociology and Social Work, Associate Professor Julia Petrovskaya, senior lecturers Denis Sachuk and Irina Petukhova, experts Natalya Lavrushina and Dmitry Kislov having a particular role in projects.
In March 2021, on the first stage of the project, PetrSU teachers delivered a range of lectures on research methodology and techniques. In April – June, the joint lectures were held for the joint student project team with the participation of Russian and German teachers and experts.
On April 26, the first lecture on "Multilevel Government, Federalism and Local Politics" took place. Dr. R. Frankenberger was the lecturer, Dmitry Kislov joined as an invited expert.
On May 3, a lecture was dedicated to “Local Self-Government: The Cases of Germany and Russia / Karelia and Baden-Württemberg”. The lecture materials were prepared by Dr. R. Frankenberger and Elena Chernenkova. Natalya Lavrushina joined as an invited expert.
On May 17, from Russian part, Denis Sachuk spoke as an expert at a lecture on "Welfare, Wellbeing and Social Security".
On May 31, a lecture on “Welfare, Wellbeing and Social Security: The Cases of Russia and Germany, Karelia and Baden-Württemberg” was delivered for students by Dr. Frankenberger and Julia Petrovskaya.
On June 7, Julia Petrovskaya and Daniel Buhr, Professor of the University of Tübingen, discussed the experience of Russia and Germany in social innovation.
The joint lectures concluding in the second half of June will cover the topics of "Local Governance: Actors / Interest Groups" (with the participation of Denis Sachuk), "Administration, Civil Society and the Role of NGOs in Welfare Production" (with the participation of Natalya Lavrushina), "Education Systems and the Role of Universities in Welfare Production" (with the participation of Julia Petrovskaya).
German expert practitioners, representatives of the Administration of the city of Tübingen participated in the lectures at this stage. On June 14, the Deputy Mayor of Tübingen for Culture, Sports and Social Issues Daniela Harsch joined the discussion of the issues relating to urban social policy, the role of social dialogue, the peculiarities of youth engagement in pursuing a municipal policy. There are a few similar meetings ahead.
At the same time, the teachers - participants of the project provide students with scientific advice in the process of independent research activities.
The project will be finished with the international school involving students of PetrSU and the University of Tübingen, which is scheduled for joint work of both-sides project teams and public presentation of the outcomes of the project.
Maintaining dialogue with German partners on the Russian side, PetrSU teachers and experts discuss the formats of the upcoming event.
